Welcome to the Public Consultation website for Burhill Meadows in Hersham
Burhill Meadows is an exciting new residential community being brought forward by Castlemere Developments, one of the UK’s most trusted and established housebuilders.
Designed with sustainability, quality and community at its heart, the development will deliver modern homes set within a landscape-led plan that aims to enhance and protect the local environment.

Illustrative Master Plan
Who is Castlemere Developments?
“Founded in 2017, we work with local communities to bring forward thoughtful development on underused sites. Our approach is based on understanding the character of each area and responding to the needs and priorities of the people who live there.
Castlemere Developments create well-designed, energy-efficient homes that respect their surroundings and support everyday living. We focus on quality and sustainability, using modern building methods to reduce environmental impact whilst creating quality places.
By working collaboratively and taking a sensitive approach to design, we aim to deliver homes that strengthen communities, enhance local places and stand the test of time."

Site Location

Site Location
The Site extends to approximately 5.33ha and is located to the south of Hersham, on the eastern side of Turners Lane. It comprises several blocks of kennels and associated runs, with areas of grassland and scattered trees, and a smaller area of commercial activity (a vehicle repair business).
The site is Previously Developed Land (PDL), sitting on Green Belt land which meets the definition of “Grey Belt.”
What is “Grey Belt”?
“Grey belt” is used to describe poor-quality or underperforming land within the Green Belt that:
- Has been previously developed, or
- Is visually degraded, enclosed, or fragmented, and
- Does not strongly contribute to the core purposes of the Green Belt (such as preventing sprawl or safeguarding countryside).
Our Vision for Burhill Meadows

Site Landscape Overlay
The proposal at Burhill Meadows involves an outline planning application for demolition of existing buildings and building up to 86 new homes (50% affordable), public open space, and landscaping. These plans are being shaped around three core principles:
- Quality homes for a range of needs
- Sustainable design that lowers environmental impact
- A tree-filled, green, well-connected neighbourhood that blends into its surroundings
A Community Built to Last
Castlemere Developments is proud to design places that meet the needs of and evolve with the community. That’s why Burhill Meadows will incorporate:
- 50% affordable housing
- Spaces that foster community interaction
- Construction methods that are efficient and environmentally responsible

Vehicular Access
Transport
Vehicular access to the Site is proposed via existing Turners Lane from an improved junction at the site’s southwestern boundary. The Site will also be served by a pedestrian/cycle access on the northwestern boundary next to The Green.
Burhill Meadows is well-placed being within walking and cycling distance of local services and facilities in and around the centre of Hersham, including the Hersham Post Office and Hersham Green Shopping Centre, and is less than half an hour’s walk from Walton-on-Thames railway station.
The White Bus 459 service also run along Burwood Road to the centre of Hersham, and beyond to Walton-on-Thames and Staines.

Pedestrian/Cycle Access
Wider Benefits

Public Open Space
Public Open Space
The eastern part of the site will form a substantial and new area of Public Open Space, providing benefits to the wider community and including:
- Tree planting
- Wildflower Meadow
- Creation of a Woodland Walk
- New footpaths
- Local Equipped Area of Play (LEAP)
- Trim Trail
Transport improvements
Castlemere Developments has been in discussions with Surrey County Council about delivering a number of improvements.
Our plan is to fund an improvement to the local bus service by increasing frequency from 1 bus an hour to 1 bus every 30 mins. We are also planning to provide a new bus stop shelter with an interactive screen.
In addition, we are planning to make improvements to Turners Lane with the construction of a new footpath and traffic-calming measures in order to provide appropriate conditions for cyclists.
Community Infrastructure
As part of these proposals, we are required to pay a Community Infrastructure Levy. This development will attract a contribution in the region of £1 million to improve local infrastructure such as money to pay for the expansion of local GP surgeries and schools, and to improve highway capacity. More details to follow… (sign up below to be kept informed as plans progress).
Affordable Homes
As part of these proposals, Castlemere Developments is planning to deliver 50% of the number of new homes as Affordable Homes.
Affordable Homes to buy (also including Shared Ownership homes) are properties that are substantially discounted so that first-time buyers can take their first step on the property ladder.
Affordable Homes to rent are homes bought by Registered Providers that are then made available to those on the Council’s Housing Register at rents to suit those on lower incomes in the area.

Feedback
As plans for Burhill Meadows progress, we will continue to share updates and engagement opportunities. We look forward to working with residents, stakeholders and partners to shape our high-quality proposals on Turners Lane.
